The combination of municipality and community center essentially breaks with recent Chinese conventions by inviting the public to engage their local politicians in a forum that accommodates the full range of public actors. Natural patterns of movement were laid out on the site and guided down through a sunken plaza accommodating a range of different programs. The rest of the program extents as a manipulated ring hovering above the landscape.
